BOSTON. A Massachusetts Taxpayers Foundation report says the proposed state sales tax cut could result in thousands of municipal layoffs. Property taxes would also rise, and state college students would see higher fees, according to the group.
Question 3 on the Nov. 2 ballot would reduce the tax rate from 6.25 percent to 3 percent. Proponents argue it will curb Beacon Hill spending.
