After 11 years of promises, construction finally began yesterday on Phase 1 of turning the James A. Farley post office into Moynihan station, which officials hope will one day relieve overcrowding at Penn Station. Phase 1 is a modest step forward, and includes widening an underground tunnel be-tween Penn Station and the Farley building on Eighth Avenue.
