After 11 years of promises, construction finally began yesterday on Phase 1 of turning the James A. Farley post office into Moynihan station, which officials hope will one day relieve overcrowding at Penn Station.

After 11 years of promises, construction finally began yesterday on Phase 1 of turning the James A. Farley post office into Moynihan station, which officials hope will one day relieve overcrowding at Penn Station. Phase 1 is a modest step forward, and includes widening an underground tunnel be-tween Penn Station and the Farley building on Eighth Avenue.
