Minutes later, police responding to a 911 call found Ramsey unconscious and unresponsive on the street with severe injuries to her body.
Investigators believe she was crossing the street when the truck hit her and ran her over, and caught her in a rear tire before dragging her down the block.
Paramedics arrived soon after the officers and rushed Ramsey to Woodhull Hospital where doctors pronounced her dead.
Authorities said the truck driver, a 49-year-old man, was driving eastbound on Lafayette Avenue when he turned onto Kossuth Place, which is adjacent to the street Ramsey was crossing.
NYPD said the driver stayed on the scene, and that no arrests were made as the investigation continues.
Ramsey's death follows the unrelated, fatal Monday afternoon accident in the South Bronx that left one woman dead when a Coca-Cola delivery truck jumped a curb. Six others were injured.
