World Trade Center may take decades to finish

NEW YORK CITY — Rebuilding at the World Trade Center won’t be complete for three
decades, according to an analysis prepared for the Port Authority.

The report was used as ammunition yesterday by developer Larry
Silverstein, who wants the government to finance three of the site’s
five planned buildings.

Mayor Michael Bloomberg belittled the projected completion date of 2036 date, calling it “a number with no basis in fact.”

“My hope is that things will get done a lot quicker,” he said,
vowing that the 9/11 memorial would be open, though not complete, for a
tenth anniversary observance of the terrorist attacks.

The long delays have been a consequence of the project’s complexity,
Bloomberg said, with five towers, a rail station and a memorial and
museum, involving multiple government agencies, insurance companies and
a developer.

“There’s an enormous number of moving pieces here, each with their own interest,” he said.
