A 4-year-old boy was struck and injured by a hit-and-run driver while trick-or-treating Monday with family and friends, police in Lowell said.

"The car just went right over the kid," Stephen Fay, a witness, told WCVB. "And because my headlights were shining forward, I could see the kid underneath the car. Like I saw the car go right over the kid, and I saw the kid laying on the ground."

Police said the little boy was walking with his mother and other kids at about 7:20 p.m. when he was hit, according to The Associated Press. The driver was said to have stopped and got out of the vehicle before getting back in and driving away.

Police eventually caught up with the driver, Carlenys Arroyo, 27, of Lowell, and cited her with leaving the scene of a personal injury accident.

The child was taken to Tufts Medical Center with a head laceration, according to WCVB. He is expected to recover.
